A Letter From Owen Sturm

I was born and raised in Essex County and lived across the street from our local animal control officer. He would tell me stories and I was always amazed with his findings and the animals he came in contact with. This made me realize, I wanted to become an animal control officer.

After graduating high school I searched the northern end of the state for a job with little luck. On June 4th 1990, I landed a job two hours south of where I lived with the Gloucester County Animal Control. I became an animal control officer trainee. In 1991 I was promoted from a trainee to an assistant ACO.

Now 21 years later I have climbed ranks from assistant ACO to an ACO to a supervising ACO. Then in 2008 I was promoted to assistant manager of the Gloucester county animal shelter/control. I contribute my success not only for my love and respect of animals but, in part, by the professionals that I am surrounded with.

The Gloucester County Animal Control program currently employs eleven animal control officers as well as multiple dedicated kennel and adoption staff. With this comes their many different backgrounds, ideas, and goals. This has helped me to grow within the animal field and for that I am grateful.

Over the years I have found that communication with others in our profession is key to education and success. My involvement with the New Jersey Certified Animal Control Officers Association has greatly enhanced this area of my professional development. If you are not currently a member of NJCACOA, I encourage you join at your earliest opportunity. I have been a member since 1990. Its leadership and members have always been there to answer my questions. They have campaigned to enhance our profession, and benefit the health and safety of all animals. In addition, the Association meetings provide its members the forum to communicate, exchange ideas and opinions. Most importantly the NJCACOA provides necessary training. In 2001 the Association provided me the opportunity to receive my Animal Cruelty Investigator certification from the New Jersey Department of Criminal Justice Academy.

I am honored to have been elected as the Southern Region Director and I have made it my goal to make myself available to any member who seeks advice or direction and to continue the dedicated service the Association has provided to me in the past 21 years.
